The county decides paperwork rather than weather. Replacing a furnace or an air conditioner usually needs a mechanical permit, and it is issued locally: one town inspects the work, the next accepts the contractor’s own sign-off, and a third wants the gas line looked at separately.

That is a question for the contractor who is quoting, and a fair one to ask early: who pulls the permit, and whether it is part of the job or separate. A replacement done without one shows up years later, when the house is sold.
